Abstract: External shocks such as the crisis in Syria and the opening and closing of Ukrainian airspace are having a significant impact on the stability of the aviation sector. In addition, there are also repercussions caused by new weather phenomena, the sudden launch or shutdown of city pairs by low-cost carriers or changes to ATC service charges. Based on concrete case studies, representatives of six functional airspace blocks will present different kinds of volatility, their impact on operational management for day-to-day business and will discuss ways of achieving predictability in the given framework.

Title: Project Altiscope by Airbus A3

Abstract: Project Altiscope is building a comprehensive toolkit to help operators, users,regulators and policymakers understand how high-density UAV operations might fit into their airspace. An integral part of our work is developing an open-source quantitative risk framework that can inform the many complex decisions that need to be made. By developing, testing and deploying a quantitative model, we can give users and regulators alike clear predictive insights into how safe each mission will be – and what needs to be done to make the Air Traffic Management System function as safely as possible. What’s “safe enough” for one regulator or for one mission type may not be sufficient for another. Our model can help regulators set appropriate thresholds for their airspace without needing to make decisions in the blind.

We discuss the many variables that our risk framework is incorporating, what we’re learning from our research and simulations, and how the framework may be applied in various settings. How do we account for a diversity of operations that might soon include:

- Transit to and through Class B airspace?

- Small aerial photography platforms in proximity with passenger-carrying UAVs?

- Operations in jurisdictions that may have different requirements for navigation precision and communications protocol reliability?

Abstract: Torrential rainfall, extreme thunderstorms, gale-force winds, and quantities of snow not seen for decades - Climate change has reached Europe and is having a major impact on the air transport system. Airports have to be closed, flights cancelled, or huge detours flown. Abstract: The workshop will focus on the experience and added value that the work of the EASCG and the Rolling Development Plan are providing to the aviation industry and show how the stakeholders can make use of it. It will discuss the essential link between standards and regulations and how to manage the completion of standardisation work to meet a regulatory requirement. Particular focus will be on the role of standards at the deployment stage: How do standards help ensure harmonised deployment and support to regulation? In what way will the revision of the PCP impact the standardisation activities and what new standardisation activities are expected in the future?

Finally, the workshop will discuss the question of standards validation, how to ensure the standards developed are fit for purpose.

Background:
The collection and exploitation of “Big Data” is not new. The coming into existence of new data collection mechanisms based on digital devices, enhanced storage capacity and computing power as well as enhanced sensing and communication technologies enable near real-time use and transmission of massive amounts of data. Never before has so much timely information about events, people and objects been so widely and quickly available.

The quantity and diversity of the available data is being used to improve the performance of the ATM system, its safety, efficiency and security. We use it to manage demand and capacity, identify potential conflicts, enhance service provision, and to reduce environmental impact. Data is increasingly significant in the management and use of ATM systems.

There are typically four Big Data processes: data acquisition, processing, aggregation and analysis.

• Data acquisition relates to the collection of data from specific sources e.g. trajectory data, arrival and departure transaction data. This data is characterized by its high volume and its lack of structure.

• Data processing involves cleansing (e.g. anonymization), the application of unique IDs to records and identification of errors. Clean data from multiple data sources is then made available for aggregation.

• Big data aggregation is achieved by organising and processing data from disparate sources providing unstructured and structured data to a structured state. For example, trajectories are used to establish characteristics of air traffic, such as sector occupancy, which is used to establish congestion or delay data. Aircraft departure data is used to predict delays.

• Analysis tasks use advanced methods to exploit data so as to advance predictability, situation awareness, decision making and planning. This might be a dashboard of progress, performance and predictions. For an aircraft it might concern the expected arrival time to an airport.

In this context, the SJU has financed several projects that address different problems and aspects of Big Data research and development within the ATM domain.

The workshop will describe the state of the art and identify the areas of interest and key technologies that are needed to be developed in the future, regarding the use of Big Data techniques in the Air Traffic Management area.

It will have two distinct sections. The first one will consist of a set of short presentations describing the state of the art of Big Data research in ATM, whilst the second one will run a Panel that combines operational and technical experts.

The objective of the first session is to allow the workshop participants to recognize what has been achieved and which techniques are currently used in the ATM research domain. Three projects sponsored by the SESAR Exploratory Research programme will presents their research in this area: COPTRA (http://coptra.eu/ ),

DART (http://dart-research.eu/) and

BigData4ATM (https://www.bigdata4atm.eu/ ).

Technical University of Madrid (UPM - http://www.upm.es/ ), will provide additional insight into applied Big Data research.

The Panel aims to identify the areas of interest of key ATM actors, as well the technologies that are needed to be developed in the Big Data in the ATM domain. Amongst the panellists you will find representatives from CANSO, IATA, Airbus, Boeing and the Fraunhofer Institute. The panel will be moderated by CRIDA.
